Event Description: N.F.L. Fields Expansion Bids

Thirteen potential ownership groups have submitted bids for the two teams to be added to the National Football League in 1994, the league said yesterday.
The N.F.L. received applications from groups in:
St. Louis; Baltimore; Jacksonville; Memphis; Nashville; Oakland; Sacramento; Portland; Birmingham; Honolulu; both Charlotte and the Raleigh-Durham area in North Carolina; and San Antonio.
The N.F.L. Expansion Committee will recommend a list of final candidate cities next fall. The league hopes to select the two expansion teams by the beginning of next year, and the new teams would begin play in 1994. The bids were due by May 10th.
Five of the applicants currently house franchises in the U.S. Football League, while three have had teams in the World League of American Football.
